What is this power failure message?

this is not in fact my system but a friends and neither of us can figure out what this is suppose to mean. http://sphotos-h.ak.fbcdn.net/hphotos-ak-prn2/v/1452023_620036678060387_1788331273_n.jpg?oh=4e8efdf22b0cc24c3f348c091cbd3b9e&oe=529F7357&__gda__=1386204995_7f8d144b107c1fc2113f1476f12e4fd5 its not on a laptop and the little battery on the mobo has been replaced.

My System Specs: (Short list) i7 4770k, GTX 780, many SSD's, a 2 TB HDD(deceased :( ), Corsair 650D. Full list: http://pcpartpicker.com/user/kchriz6097/saved/8dh7YJ

Upgrade Plan: Acquire some Black Noctuas then add 16 or 32GB of 2133MHz memory

What do the F1/F2 commands do?

Continues booting.

Goes into BIOS.

brings up a ton of 9's and goes back
