Yep, features have got a lot more advanced in the past 10 years though and QoS from 10 years ago does not have the same algorithms or compute horse power required to perform the new QoS techniques quickly.
I would look at changing the router out for something more powerful, if the current modem/router supports 'modem mode' or 'bridge' mode then you can just look at replacing the routing aspect of the network config
