CPU Cooler: NZXT Kraken X52 Rev 2 73.1 CFM Liquid CPU Cooler

Motherboard: Asus - MAXIMUS IX HERO ATX LGA1151 Motherboard

RAM: 4 x 8gb G.Skill - Trident Z RGB 16GB (2 x 8GB) DDR4-3000 Memory

Storage: Boot Drive Samsung 850 EVO 250gb. Storage Drive Samsung 850 EVO 1 TB

GPU: Asus - GeForce GTX 1080 8GB ROG STRIX Video Card

If you spend less on for example a mobo, a way too expensive cooler and drive you might end up with a 1080 Ti

anyway what's your total budget?

Well the total on pcpartpicker was $2961.29 so around $3000 As for trhe GPU I already have the 1080 since i bought it as an upgraded to my first build. I intend to use it on my next build and reinstall my 970 SSC on my first build

I'm not quite understanding your choice of storage. Why are you purchasing a 250gb and 1tb 850 EVO? I would suggest that you purchase a 500gb 850 EVO and a 2TB Seagate BarraCuda instead.

Don't get RGB fans, most of them are sub par compared to better, non LED fans. Just get good case fans and use LED strips or whatever for RGB LEDs. No need for a $200 motherboard, that's way more than you need to spend. You could easily get a nice motherboard for $150. Intel really isn't worth investing in right now with Coffee Lake being so close, and bringing 6 cores to the mainstream on Intel's platform. Either wait for Coffee Lake and get an i5-8600k, or i7-8700k. Otherwise, go with Ryzen. You won't notice much difference between Intel and Ryzen at 1440p, even at higher refresh rates. However, an i5/i7 definitely is a little better.

For those wondering, here is OP's parts list on PCPP;

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i7-7700K 4.2GHz Quad-Core Processor  ($322.59 @ OutletPC)
CPU Cooler: NZXT - Kraken X52 Rev 2 73.1 CFM Liquid CPU Cooler  ($146.99 @ SuperBiiz)
Motherboard: Asus - MAXIMUS IX HERO ATX LGA1151 Motherboard  ($199.99 @ Amazon)
Memory: G.Skill - Trident Z RGB 16GB (2 x 8GB) DDR4-3000 Memory  ($154.99 @ Newegg)
Storage: Samsung - 850 EVO-Series 250GB 2.5" Solid State Drive  ($89.99 @ B&H)
Storage: Samsung - 850 EVO-Series 1TB 2.5" Solid State Drive  ($327.00 @ Amazon)
Video Card: Asus - GeForce GTX 1080 8GB ROG STRIX Video Card  ($569.99 @ B&H)
Case: Fractal Design - Meshify C ATX Mid Tower Case  ($89.99 @ NCIX US)
Power Supply: Corsair - RMx 750W 80+ Gold Certified Fully-Modular ATX Power Supply  ($119.89 @ Amazon)
Total: $2021.42

OP, this is what I'd recommend;

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i7-7700K 4.2GHz Quad-Core Processor  ($322.59 @ OutletPC)
CPU Cooler: Fractal Design - Celsius S36 87.6 CFM Liquid CPU Cooler  ($119.79 @ SuperBiiz)
Motherboard: Asus - TUF Z270 MARK 1 ATX LGA1151 Motherboard  ($152.99 @ Amazon)
Memory: G.Skill - Trident Z RGB 16GB (2 x 8GB) DDR4-3000 Memory  ($154.99 @ Newegg)
Storage: Samsung - 850 EVO-Series 500GB 2.5" Solid State Drive  ($139.99 @ Newegg)
Storage: Samsung - 850 EVO-Series 500GB 2.5" Solid State Drive  ($139.99 @ Newegg)
Video Card: Asus - GeForce GTX 1080 Ti 11GB STRIX GAMING Video Card  ($749.88 @ OutletPC)
Case: Fractal Design - Meshify C ATX Mid Tower Case  ($89.99 @ NCIX US)
Power Supply: BitFenix - Whisper M 750W 80+ Gold Certified Fully-Modular ATX Power Supply  ($102.99 @ SuperBiiz)
Total: $1973.20

Better CPU cooler, and a 1080Ti which will be great for high refresh rate at 1440p. SLI support. 500GB 850 EVO's are priced best, the 1TB drives are over priced.

Intel Core i7-4790k @ 4.7GHz | Asus Maximus VII Hero | NZXT Kraken X61 | 2x8GB Corsair Vengeance Pro(Red) @ 1866MHz | 2TB Seagate Barracuda | 250GB Samsung 850-EVO | 2- way SLI Asus Strix GTX 970's @ 1500MHz | EVGA 750W G2 | NZXT H440(black/red) | 3x120mm Sharkoon Shark Blade fans(red) | 3x140mm Be Quiet! Well I want to mainly use SSDs for their speeds. I want low boot times and quick load times for my programs.

In that case, I would suggest that you purchase two 500GB 850 EVOs. The 1TB 850 EVO is not worth the price.

Awesome thanks! The new coffee lake is what really caught my eye. I honestly just might wait for it. As for the fans, on my first build I used Corsair Blue LED ML fans which were doing really well keeping my system nice and cool. So ill take you radvice into consideration and research some more on the fans. I really appreciate it thanks!

Coffee Lake should be less than a month away, so if you can wait, you should. For fans, I used to run Corsair AF140's but they were stupid loud. A lot of RGB fans are either loud, or sub par elsewhere. Be Quiet! Pure Wings 2, or SilentWings 3's are great fans, ridiculously quiet and perform fantastically. I've also heard good things about EK Vardar's, but no experience with them personally.

awesome thanks! The monitor, however, I would like an IPS display. Also, I would prefer an SSD for storage. I currently have one on my first build and I really love how quickly all my programs load. As for the cases, I initially chose the 570X. What the Meshify C has that won me over was that only one side is tempered glass, I absolutely love the "fractal" design of the mesh, and I've heard a lot of complaints about cable management that arises from the 570x. The Meshify C has excellent clearance for cable management

Yea ill definitely wait for the Coffee Lake. Thanks for reminding me, being as silent as possible is also a must for me. The Corsair ML fans I have are extremely quiet as well. Thanks for the recommendations! Ill definitely check them out
