Usb doesn't recognized

Why sometimes usb storage devices doesn't recognize on PC how to fix it as all the usb ports are working fine and mouse and keyboard gets recognized easily on any ports.

What kind of ' USB Storage Device ' and how often does that happen?

Any usb device which we use to copy files and also external hard drive dont recognize it happens many times when i try to connect it to PC
