Will that simply solve the issue though?

i also replaced the motherboard battery because I was having problems with the other one, and while turning my pc on it would go on for a moment then turn off and turn back on. And without getting display I won't be able to solve boot issues.

do you have a motherboard speaker? it'll give out some beep codes if something goes wrong to help troubleshooting. i'm guessing it's the psu since i had the same issues as you did before and replacing the psu worked fine for me.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

swap out the 660ti and put in the gt520, see if it works or not. should be the PSU as a 460w elite may not have enough wattage for the 660ti.

Tried the gt520 in a different pc today so it's not the graphics card that isn't working, I have that power supply you recommend on order though.
