I'm looking to spend a very minimal about on a Plex media server. I already have hdds for storage. I'll need everything else. I don't need much for transcoding as I plan on just in home streaming. What would you recommend for components?

Go on ebay and look for a decent old PC

cheapest solution is probably to just install it on your daily driver or use virtual box with some distro running PLEX. Free fifty free

 

Next step up if you want a dedicated box the specifically supports transcoding (not just direct play like most home routers running it). look for an old 4 core xeon server on ebay, they can be fairly power efficient and run for sub $300 in some spots. Businesses auctions let these and similar performing workstations go for sub $100 with no drives, keep your eyes peeled for that.
