Rx 580 Aorus

Hey guys so i just got a new rx 580 aorus xtr edition, as soon as i plugged it in everything looked normal, but when i downloaded aorus graphics engine my pc started feeling slower and i cant seem to change my gpu clock, even when it says my clock is at the normal 1425, when i check afterburner it says its at 300. Also when i try to play any game it doesn't perform anything close to what it should.

It runs Witcher 3 at like 20 fps and gpu-z says its running at 300 hz.

Tbh I didn't do that the first time but after having this issue I used DDU to remove all the other drivers but it didn't help

What drivers are you using? What does GPU-z say the GPU utilization is?

Im using Amd's 17.7.2 and i dont know what the utilization is but this is all gpu-z says
