Pics of said performance. Ive been told not all games scale with sli but, I don't play every game. Could do single and sli tests with heaven or valley and ensure you aren't running into another issue. I run the precision x overlay so I can see everything. Or use what ever program you normally use and gpu-z.

Disable AA in game and use driver enabled FXAA or sweetfx to inject smaa (I use driver FXAA). Witcher 3 uses a form of temporal AA that breaks SLI.
