Good for temps, bad for performance. 

 

That's if we're talking the same CPU. If you're comparing two CPUs, clockspeed is not a good comparison for performance as they may have different core counts and will likely have different levels of IPC (Instructions Per Cycle). In general, a higher clockspeed is better for performance, but just because CPU A has a higher clockspeed than CPU B, it doesn't necessarily mean it will perform better if they're not the same CPU model.
