Bottleneck issue or something else ?

My pc specifications are:
PC:Lenovo ThinkStation S30 Workstation
Processor:Intel xeon 2665 2.4Ghz 8 cores.
Ram:16 GB
GPU:MSI GTX 1060 6gb.
Why am I getting FPS as low as 20-30 (some times even below 20)while playing games like the witchers 3,batman arkham knight e.t.c on 1280 X 1024 resolution.?
CPU usage hardly ever goes above 16%.
Edit:Games work on 50+ fps for about 30 minutes after turning my pc on.

Have you updated or did a clean install (i.e. using DDU first) of the driver's?

I installed the drivers using the msi disc,then updated the display driver through the device manager.

Everything seems to be working normal except for the games.I think my pc specifications should be able to hit 60+ fps no problem,but for some reason the games run on 50-60 fps for the first 30 minutes after I turn my pc on,and then the fps drops drastically.I'm not really sure why.The card is single fan msi geforce gtx.

Actually when you installed the drivers, did you just say "Find drivers automatically" or something? Because most of the time you don't get the latest. You should get the latest non-beta version at https://www.geforce.com/drivers

According to geforce experience my drivers are up to date.

If the drivers are up to date, then the next step is to let the problem happen again and look for things that appear odd like if the CPU temperature went up or if the GPU is stuck in a low power state or something.

 

You can use GPUz, HWMonitor, and the like to monitor these things.

 

EDIT: Also as one more thing to try to really rule out drivers: uninstall them using DDU then reinstall them.

I just did but the problem still remains,and one other thing while playing games my cpu usage is hardly aroung 24% and the GPU usage is always 99%.

Have you checked your RAM usage ? Use something like Intel's extrteme tuning utility to check the ram graph. I've noticed in a few games that RAM usage increases over time.

 

Also, what are you GPU and CPU temps like ?

610 Watts of power supply,and the temperature never goes above 60C.Ram usage is always about 4-6 gb.
