So this morning when I booted up my gaming computer the mouse and keyboard would not work. I got into the Bios and both worked fine. I figured that this could be the drivers so I did a system restart and it worked. After spending all day reinstalling all of the crap back onto my pc restart the computer and again I have no keyboard or mouse. 

Is this a driver issue? If it is how can I keep my PC from doing this again?

Well, for starters, you should go and do full reinstall for such minor issue. First thing would be testing if its port related, after that repair or restore. Its not first time update messes things. And drivers won't cause such things. Windows has generic drivers for USB ports to make sure everything works right from the box. Only time when I've had drover related issue with USB ports was when I updated USB3 drivers and lost all control over USB3 devices. But that was fixed with unplug-replug and reboot.
