It's probably your internet. Reset the router.

Your ISP might also be throttling your speed (God, I love our slow American internet!), as well. 

Check your bandwidth usage if you can to see if you're over the limit. If you are, you're pretty much out of luck and have to wait until December starts.

 

I loaded a video, it said "An error has occured", I went to take a screenshot, and an ad loaded. Video didn't load, though.

Ads have no problem loading for me, but videos stutter worse than Scatman John sometimes.
