Okay so, lately I've noticed that the videos I watch on YouTube haven't been loading for crap even though they use to load 1080P no problem. I was just wondering if anyone else is having this problem? I know it's not my computer or my internet

I loaded a video, it said "An error has occured", I went to take a screenshot, and an ad loaded. Video didn't load, though.

It's probably your internet. Reset the router.

Your ISP might also be throttling your speed (God, I love our slow American internet!), as well. 

Check your bandwidth usage if you can to see if you're over the limit. If you are, you're pretty much out of luck and have to wait until December starts.

Ads have no problem loading for me, but videos stutter worse than Scatman John sometimes.
