GPU Fan connectors

I got an arctic cooler for my titan x pascal and I can only connect one of the two wires that come with it.  The first one (4 pin) has no issues but the second one(3 pin) doesn't quite reach the port. What is it for? can I use my card without it? Is there anything I can do to make it fit?
