then yes. taking the fans off (you don't want those to get wet) and running some water through the fins is a fine way to clean it. I've put water in the tub and swooshed it around a few times and the radiator comes out spotless (give it time to air dry before putting it back into your system).

Ways to clean a radiator? can i use tap water from my sink?

if you want to clean the finarray, bowing it out with compressed air should do the trick

of the radiator. are you trying to clean dust off of the fins, or are you trying to clean out the interior tubing of the radiator where the warm liquid flows to do the cooling.

not a problem. the outside of a radiator (and inside) is just metal. usually aluminum in an AIO, and copper in a custom loop (usually, but not always). neither of these metals are prone to rusting and there are no electrical parts in them, so water is not a problem for radiators. Just don't put anything electrical into the water or you can run into issues.
