24+1 is DVI-D. Use a DVI-I to VGA adapter (29 pin)

Is it an active converter? If so, are you actually going from VGA to DVI or is it DVI to VGA (going output > input)?

 

If it's not active (no power input), then it won't do anything. VGA is analogue and DVI is digital, so it needs to be actively converted, simply adapting pins won't work like it can with two digital or two analogue signals. 

 

EDIT: If you're trying to go from DVI to VGA, you'll need a DVI-I to VGA adaptor. If it doesn't have the 4 pins that carry the analogue signal, it won't work without being active.
