Starting Issues

Recently, I was using my computer, and tried to shut it off, the fan would proceed to shut off, turn on for a split second, then shut off. I held down the power button and shut my computer off, but when starting up it did the same. Then I proceeded to investigate and I touched the storage/ram box, and the computer shut off, and will not turn back on.

In the computer, I tried to switch around the ram by switching their locations, but nothing worked.

Two months ago I also upgraded my power supply, which would make no sense why the computer wouldn't shut on/turn off.

Please give me any feedback possible, all is appreciated.
