NAS Problems

I have built a NAS to use as onsite storage for videos, movies, and music. It has been running on a 100Mbit connection until I recently upgraded to a 1Gbit pci lan card. Now I get around 50Mbits and it drops to 6Mbits sometimes, so my question is could my cpu (amd athlon x2 4400+) be a bottleneck? Or should I add more ram? Thanks in advance
