i just rechecked on the display section of NCP. I do have it set on 144hz. but there's no highest option.

Overwatch has a display-based fps cap at default. So assuming you have a 60hz display it'll cap fps at 70. You have to manually go into the graphics settings to change this limit.

I had a similar issue with Battlegrounds.  On ULTRA I was getting only 24 FPS, which is not good given the specs of my PC.  The issue was that I was running the game in Windowed mode, not Fullscreen.  Once I switched it to Fullscreen I was getting around 80-100 FPS.  I don't play Overwatch so I don't know if this is the issue, but it's work a look.
