GPU causing issue to System

I have a Gainward GTX730 (1Gb Gddr5) and when i pop it in a system (no matter what the system), the fans ramp up to 100% and the system never posts. I have checked without the GPU and everything is perfectly ok. It's not the PSU, apart from trying out 3 different units and every single one of them was ok, the Graphics Card doent even have external power connectors.

What could it be?

eg my card also sometimes does that (fans ramp up at start/boot) even though i never notice anything abnormal (i even took it apart) even though it's bought brand new and been used for 1 month only.
