Windows firewall issues

Hello! I'm trying to use the windows firewall to block some ports with the netsh command.

 

when I enable my rule it works, but a few secounds later it reverts back to disabled.

 

If I go and enable them manualy it sometimes works and sometimes it comes with this message

My command 

netsh advfirewall firewall set rule name="Rule name" new enable=yes
