ARMA 3 doesn't exactly run "great" on anything, but you should be aiming for a CPU with high single-threaded performance. I'd recommend a i7-7700K and fast DDR4 memory.

You're going to be CPU-bottlenecked in ARMA 3... so if you have a generous budget, I'd get a 16GB kit of 3600MHz TridentZs.

Arma III loves fast memory. I'd say 3000–3200 MHz at least, and if you can overclock beyond that, it still appears to help.

 

I don't think any CPU out there is going to do any better than an overclocked 7700K in this game, if it's as reliant on individual thread performance as it sounds.

I will try with the ram I've got now with a i7 7700k and upgrade if It's not good enough :)
