Probably a better graphics card, because at the moment it's pegged at a 100% thus bottle necking the cpu. You could try dropping the resolution to reduce the gpu work load.

in pretty much all computers the gpu is always the bottleneck no point in bringing that up. the issue is he's running an old gpu it's just a bad gpu for games like arma .

my specs:

i3-7100

MSI 911-7A74-002 PRO motherboard

HyperX FURY 8 GB DDR4 2400 MHz

R9 280 3gb

basically when i play a game like arma 3 on all low settings my ram usage rockets to about 90% and my cpu sits at 43% meanwhile my gpu sits at 100% all of the time and i get 30 fps even in the map curator is this normal? and if so what should i do to get my cpu to perform better?

might also be work looking at the cpu core usage because I heard somewhere that arma is not very well optimised for multi cores
