Weird glitches

I've recently just installed a backlog of windows updates as well as the new gpu drivers.

 

However, I've found that after installing all these updates, a few windows programs just don't run at all.

 

These include: File Explorer, Event viewer, Programs and Features

 

When I boot into safe mode, file explorer works again but event viewer still refuses to start.

 

Any ideas on what is causing this?

Gigabyte Z97X Gaming 3

4790k

GTX 970

Win 10 Home 64 bit
