GPU Not working with Drivers

edit: Okay so i've troubleshooted everything i can, And i found out my GPU doesnt work WITH Drivers, It just turns off, but when i uninstall the GPU drivers the  fans stay on and its working. I try to plug in my HDMI and it doesnt display. Does anyone have any suggestions?

Does other ports on the graphics card work? If the card comes with 0-fan tech (fans turn off below certain temperature) then it's normal for the fans to spin a short while then stop during boot.

No ports work, Display nope, hdmi nope, fans turn off when i plug anything into it. Right now the fans are on and its showing up on my computer.

So device manager recognises it?
