The turbo is a blower style cooler(good for ITX or small cases, not too great for towers) and reference design PCB.

 

So it'll be somewhat louder, run a bit hotter, have worse VRM cooling and also worse power delivery than the strix version.

Think of the Strix of the Lambo Civic and the Turbo as a 1980 Civic

Turbo is basically bone stock. Like the FE without the fancy spoilers and glowing bits. The STRIX is factory overclocked and better built for power.

 

If we're doing car analogies, the Turbo is like the bone stock bottom tier Civic while the STRIX is the Civic Type R that you can go zoom zoom with.

Turbo runs like a founders edition. Pretty sure it's reference PCB, and a cheap blower style cooler that runs hotter, would OC lower because of throttling, and be lower. 

 

The Strix runs cooler quieter has better power delivery and would probably OC better.
