HDD usage 100%

Hello, so I just build my pc, and I used an used hdd, when booting the hdd is at 100%, after 10-15 minutes it goes to normal and goes to 100% couple minutes after, when launching a game, it goes to 100% for a few seconds and goes back to normal. I ran the hdtune test, there were no errors / bad sectors. Should it do that, or windows are fucking something up and I should try to do a fresh install ? I activated my windows with kmspico, could that be it ?

after 20 ish minutes, the hard drive stays at low usage,

Just just wipe it and see what happens (save every to another hdd first)

I would suggest running malwarebytes first then wiping if it didn't find anything

Okay ill try to fresh install windows

I ran CCleaner, it fixed some dlls, disabled windows updates, and seems that fixed it.
