Just an example for a build of decent quality for that budget, if you can live without a monitor (you can swap he case for a cheaper one, but i thnk for a first time build, have a somewhat decent foundation for future update is worth the extra buck)..

Hello people of LTT! My tech knowledge has been declining and declining, to the point I think 8 cores is a lot.. therefore, I would ask you to build a PC. A 600 usd one with monitor included. Needs to be a media server for home TV, run GTA V, Diablo 3, make vids about youtube drama, shitpost on 9gag, you know the usual stuff!

GPU prices have been insane lately, so it is best to look for a good GPU on craigslist, preferably an R9 card or Maxwell Nvidia card. 

 

Ignore the warning message, motherboards are shipped with latest BIOS anyway.

Then why not use the 600 bucks entirely on the pc for better components instead of getting an extra monitor? Just a thought :D

Yeah... can always add the extra Monitor later on and "sacrifice" for a while using only the TV
