I have a display that only has a VGA in. I'm buying a 1060 but it only has DVI-D so no straight converter. If I buy an active hdmi-vga converter how much input lag will it create?

it's hard to say without proper testing, and there can be differences between adapters, some might be faster..
there will most likely be a lag, but impossible to say how much or if percievable

i would consider getting a new monitor with hdmi or atleast dvi, the image quality and latency will be much better than just vga since you will be sending digital signals directly and not converting to analog first
and new monitors (unless you want 1337 curved gaming extravaganza monitors that cost several hundred bucks or more) aren't that expensive these days

Have you tried to perform a sudden temporary interrupt of the electricity flow to your computational device followed by a re-initialization procedure of the central processing unit and associated components?
