I need help with my CPU

I built a computer with a AMD fx 8320, Radeon RX460 with 4GB, 14GB of ram, MSI 970 gaming, and a 1TB WD black hard drive. My CPU is clocked at 3.50GHz but it is only running at 1.33GHz. I dont know what to do to have it run at 3.50GHz.

Go into bios. Its usually under advanced settings and disable "Cool N Quiet"

It increased it to 1.37.

It will clock down when idle.  Put the computer under load and see what it says, or change the power mode in windows to high performance.

It is already on high performance and punting it under load dose not change the clock speed.

Hmmm... That sounds like a big performance hit. Run prime95 for 10 min and tell me ur biggest clock.

The clock did not change changed.

Thats a big problem. Thats a huge performance hit in gaming... I would HIGHLY recommend to reset cmos.

Id you dont now how type on google or youtube how to reset cmos battery way.

It did not change anything. the clock speed is still 1.33GHz

Then idk man... U have some major hardware issues... I would go see a computer guy and give the pc to him...
