The 520 one is going to be more efficient.  You want something a little closer to your max usage (290W).

For just 4€, go with the 620W. Your system will consume between 280-340W at full load, which is "about half" of the wattage of this PSU, making it nearer it's max efficiency compared to the 550W version. Also, since it supports <50% silent mode, it will remain silent more often if you aren't under full load.

Drop the cooler.  There isn't a reason to get an after-market cooler unless you are overclocking, which you can't do on that model.  I'd also strongly recommend you switch to a Ryzen build.  There is no reason to buy an i5 anymore, unless you have to have Thunderbolt for some reason.

The efficiency is going to be so negligible it shouldn't be a part of your consideration. Get the one that's better value, in this case the 620W.

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.

I would recommend getting the XFX XTR 550w instead: https://es.pcpartpicker.com/product/Rkh9TW/xfx-power-supply-p1550bbefx

It's based on the Seasonic G platform but offer full modularity. It's a superior design / quality than the two M12II-B units.
