Bootable Windows usb crashes at loading circle

So I have just built another PC and I am using an old SSD from my other rig, and another 1tb WD black. I can get to bios and set it to boot to my usb, but once I get booted onto the usb the windows logo is there along with the command prompt blinking line thing in the top left corner. Once the loading wheel starts spinning it reboots and does the same shit. Please help. Need PC.

 

OS: Windows 10 64 bit

Specs:

i3-540

DH55tc

currently only 16gb but will put in the rest of the sticks for 32 gb pny anarchy

Zotac GTX 1080 Amp!

RM 850

Inwin 301

WD Black 1tb

240gb SSD Kingston

There doesn't seem to be a fast boot on there. Just got a blue screen but did not catch what it said.

In the BIOS. Pretty sure it's called secureboot.

With the windows creation tool.

I don't see secure boot in the bios. I've looked through the whole thing too.

I took a pic with my camera to see what the blue screen was and it said stop code: memory management.

Try booting with the drives disconnected and see what happens.

Try redoing with a fresh ISO, I've definitely seen this before and usually reformatting the USB helps.

Now it's just not booting up.... The light on the motherboard is lit up and everything, but the pc just won't boot up. I've tried to plug in the powerbutton switch everyway and it does not work.

Try clearing CMOS

I'm pretty sure, IMC needs more voltage to be stable with 16GB of RAM (if memory is ok).

Try using 4GB/8GB. and do a memetest86+ RAM test (from pendrive).
