CPU fan at 100%

SpeedFan is a bit of a pain in the ass to use. You have to go into configure, then advanced and try one of the chips from the drop down menu. For me, it's the top one. Then you select manual on the PWM modes, seeing which one controls your CPU fan and which one controls the case fans etc.. Then you go back to the main screen and change the speed.

Definitely check temps. Idle and load. Also, have a look in the BIOS to see if there's any settings to do with the CPU fan. If not, and your temps are fine you could use a program like speedfan to alter the CPU fan speed.

It probably turned off from overheating. I would replace it with something like a hyper 212 evo or cryorig h7.

Well if its running at 100% and your at 49C at idle you need a new cpu cooler. What temps do you get under load?

That's not my point. Temps don't magically change when you reset cmos. Sure you can change fan speed but that doesn't change the fact that you probably need a new cpu cooler. At the least you should check to see if the cooler is mounted properly and maybe reapply thermal paste.

the fan was running at 100% after the cmos was reset bcuz some kind of a bug. Temps are completely fine.

50C at idle doesn't sound fine to me but do what you want.
