CPU Temp spikes at idle

Thats because of the way the cpu spikes in usage, its normal for temps to jump up when a program is opened, but they should settle back down after a few seconds when the program has loaded.

I have an EKWB full custom loop with a gpu and cpu included in one loop with a 360mm rad and a 140mm rad. Cooling an i5 7600k and a GTX 1070 at idle as soon I just started my computer the temperatures spiked up to around 60c 35fe4105cc881c19a20f1ea9009f39d1.png
https://gyazo.com/35fe4105cc881c19a20f1ea9009f39d1 its been doing this for awhile but while gaming im almost certain temps are fine or it would shut off but I've just been playing and ignoring it. This happens whenever I attempt to do the smallest task also itll be 36c then all of a sudden I open chrome and its at 60c.
