CPU Temp spikes at idle

I have an EKWB full custom loop with a gpu and cpu included in one loop with a 360mm rad and a 140mm rad. Cooling an i5 7600k and a GTX 1070 at idle as soon I just started my computer the temperatures spiked up to around 60c

This happens whenever I attempt to do the smallest task also itll be 36c then all of a sudden I open chrome and its at 60c.

Thats because of the way the cpu spikes in usage, its normal for temps to jump up when a program is opened, but they should settle back down after a few seconds when the program has loaded.
