I'm not sure what the exchange rate between USD and AUD is, but Paul's hardware did a Ryzen build back in April 2017. He shows 2 builds one for 700 USD and the other for 1000. The price of hardware changes almost daily so it is not exactly those prices. Here is a link to the vid, and parts lists are in the description. I believe he also does an overclock guide for the system in another video.

There are many sources out there that show the 1700 can overclock to match performance of the 1800x at a much lower price point. As well those two components will eat up 90% or more of their budget
