Most likely the fps_max command. It's also useless to have more then 300 fps.

I'm not saying anyone needs it (pro players actually do lower the graphics settings even if their PC's are complete beasts) but it kind of messes with me how it never gets over the threshold. Little things in life that get to me, y'know?

By default cs is capped fps wise, but i cant remember what too

They lower the settings because it gives them advantages (lower resolution means bigger enemies and give you more focus). Lowering shadows etc makes the enemy more visible.

I play 4:3 stretched because I'm myopic and have a pretty hard time spotting enemies on 16:9. Can't say I started playing much better but it helps. And some pros still prefer 16:9, just preference in the end

CS:GO by default is capped at 300fps by the fps_max console command.

In any case, even with a great CPU and GPU, you're going to be flinging around in frame rate, so the cap does serve a bit of a purpose, at the very least.

The 1060 doesn't really go over 300 either way so :P
