Stuttering and low fps

When i play gta v for about 20 minutes i start to get really bad stutters, so i thought maybe it was just gta, so i played some payday 2 and i didnt stutter but after about an hour my fps dropped to 30-50 from 175-200. My buid is i7 4790k devils canyon, asus rog strix gtx 1080, 8gb of ram any idea what is going on?

no i ran a stress test and didnt get over 59c

needs to timestamp whats being placed into vram or run a vram cleaner tool while game is running

say scan vram and autoremove whats not in use every 10 mins
