iPhone SIM card activation

I just switched to an iPhone 5 from android. When I put in the SIM card it says please insert a valid sim card without a pin lock. Or it just says insert a SIM card. What am I supposed to do? Use iTunes? Call T-Mobile or something? Also my mom was using this phone before me so it was working on the same stuff
