Windows bugging out?

So recently my computer was been doing weird stuff. If I'm just sitting there playing games or listening to music, there would be a big EEEERRRRR for about a half second every few minutes. And some other times ( maybe once a week) it would completely crash and keep restarting it's self. Plz help idk if it's windows or some other thing.

@CreepingMoth it comes from my computer, with it it also freezes my computer up for the time of the EEEEERRRRRR

hmmm, it sounds like the power supply. have you got another you could test the system with?

Yea windows wouldn't make your computer make noise, but it sounds like a PSU issue or some fan issue, or an HDD issue
