Windows bugging out?

So recently my computer was been doing weird stuff. If I'm just sitting there playing games or listening to music, there would be a big EEEERRRRR for about a half second every few minutes. And some other times ( maybe once a week) it would completely crash and keep restarting it's self. Plz help idk if it's windows or some other thing.

Yea windows wouldn't make your computer make noise, but it sounds like a PSU issue or some fan issue, or an HDD issue
