High GPU Usage

So i have an R9 380 2GB Version and everytime i watch streams on twitch, and have a LoL game on my main i get such lag spikes shit FPS, and it wasnt like that before, i tried formating the PC yesterday, didnt help, would appreciate the help

 

My full specs are:

i5-4460

ASRock H97 Anniversary

MSI r9 380 2GB

Have you remembered updating every driver to the newest?

Checked that Power options is at: Performance?

Used DDU to remove old driver and install new? 

What have you tried yourself that is not mentioned.

I just updated AMD drivers, my GPU usage is 18% lower now, at 73% while watching a 1080p stream with 5k bit rate, i think thats normal now ye ?

Uhm, I have no idea mine use around 600 clockspeed when I watch netflix plus twitch.

And which GPU do you have ?

1070, try and look if it doesn't jump up and down.

It goes from like 0 to 7, then back to 0 and then to 20 etc etc max was 45 whilst watching a stream
