Chrome dev tools mindfucking me

I don't know if this is the right category but it seems appropriate.

So I'm using chrome's dev tools to help simulate resolutions for a webpage. My current screen size is 2160x1440 

 

What I want it to look like: 

As you can see, everything is centered where it needs to be (those blue boxes with the icons in the middle of them)

 

But when I bring up the dev tools and simulate a 2160x1440 resolution, this is what happens.

As you can see here, things are more shifted to the left. What is happening?? Same thing happens on 1920x1080 too.
