Ryzen and RAM latency

Some videos I've watched show it have a big difference. If you can decrease the latency enough Level1tech has a video showing 2400 MHz ram running comparable to 3200 MHz

Does anyone know if latency has the same effect on Ryzen performance as the frequency does?
