CPU Overheating / Computer shutting itself down before POST

Alright. I got two issues, both related to my AMD FX 9590 CPU. First off, an overheating issue (which has been solved...but in return, has caused another issue with my computer during a cold boot (of it turning itself off during initialization)). I come to ask the experts of what my next move should be.

 

First off, the CPU. I had a 4350, and upgraded to a 9590. With my current hardware, the CPU wasn't getting enough power to run correctly. So I got a new motherboard ('GA-990FX-GAMING') and a new CPU Cooler ('CRYRIOG H7'). This stopped the CPU from being underpowered, but caused my computer to turn itself off when it hit 78*C.

I was told to go into BIOS and disable several settings (cool and quiet, C1 C6, and turbo) and also 'underclocked' it to 20x frequency, and 1.63V. I ran it through Prime95 for a solid four hours(on 'Light FFT'), and the hottest it reached was 60*C. All there was left to do was run it through the two hour 'Blended' test to make sure it's stable.

 

Tried to turn my computer on this afternoon, it turned itself back off. Tried it again, and I heard “*beep*…*beep*…*beep*…*beep*…*beep*(like, two beeps a second, then turned itself off again). Sometimes it was two beeps until it turned off. My fear went through the roof, trying to figure out what the hell did I do to deserve this.
After the forth time, I heard ten of these beeps..but thankfully my computer went through POST and booted normally. Then I had another issue where online services like Discord and Skype acted like they weren't able to connect to the internet (which I clearly was). Firefox works fine. Did a speedtest to prove I had a connection, and I believe this is what finally made the two connect properly.

 

Ran the 'Blended' test for the two hours, passed with flying colors (the temp stayed in the 50's, with the highest reaching around 56-57). But with this new issue (my friend tells me it's a fault with CMOS), it doesn't really matter as he told me I would have to undo all the changes I made in BIOS to fix the overheating (with a factory reset).

I don't know what to think, and neither does my friend (only that he suggested I downgrade to the 8350).

 

I feel I've spent enough money this month, trying to upgrade my CPU (in order to play Minecraft with a smoother FPS). Now I was told the 8350 and the 9590 are really bad at it, but I was given this link to a benchmarking result..and this proves the 9590 can handle single-threading better than the 4350. But again, it doesn't really matter when it takes four attempts until my computer finally boots up.

And I feel if I just keep it like this, the issue will only get worse (plus the sudden shutdown cannot be healthy for the hardware).

Please give me some good news for once. I don't want to have to go through the hell of trial and error of what BIOS settings are and aren't OK with my motherboard (to be able to have both work in my favor).

Now I just wanna know, is the 9590 too powerful? My friend tells me how it's "really rare" to hear people using a fan cooler on any CPU's of the 8000's and up.

Plus how it heated up using AIDA64 Extreme in 1 minute and 41 seconds to the point my computer shut down to prevent it from frying... i dunno, and I need to know.

I need to know my next move.

The cooler is weak (140W TDP compared to the 220W TDP of the 9590). Get a better cooler like the Arctic Liquid Freezer 240 or the NH-U14S (The Liquid freezer 240 is better). or just use the modified settings.

What was the second issue (Internet?)?

The second issue (of the computer not able to get into POST for a bit) I think solved itself. Also, I can only have a tall cooler (as the way the motherboard was built(with the RAM being next to the CPU), anything else would crush my RAM).

 

I have an Antec 900 as my tower. But I also wanna know, why am I having this newer issue here? What setting is CMOS not liking? I don't really think it's an issue with the cooler, as much as it's an issue with this.

Well then, I know the fans are spinning when it turns on (and there is plenty of airflow going through). But the fact it turns itself off a half a second after I hit the power button (with no beeps), is not normal.

 

I also purposely turned it off earlier today (normally) and back on a minute later;

First time: *turns itself off a half a second later*

Second time: *beep*...*beep*...*beep**turns itself off*
Third time: *beep*...*beep**turns itself off*
Forth time: No beeps, booted normally.

 

My friend says it's an issue with CMOS, possibly either of the disabling I had to do, and the underclocking. Yet that link shows nothing about CMOS.

Edit: I mean it should be overheating because it's not going to be memory.

It should just be overheating and it turns off due to overheating (You must have not given it enough time to cool down).

TL:DR: You should just go buy a better cooler (Yes I know that this is just using more money, but for that CPU your cooler is just too weak unless you undervolt your CPU.)

Ok. I did forget to say this (what happens when I let anger take over thinking). When I turned it on this afternoon, I had it off overnight.

It was pretty much what I typically do. I turn it off, go to bed, then turn it on in the afternoon (which is about 8 or so hours, which should be more than long enough for the CPU to cool).

 

This is when I started having the beep issue. As I said, my friend thinks it's a setting I made (with his suggestions) to underclock the CPU. Somewhere, there's a setting that CMOS doesn't like.

I personally don't see how this could be an issue with CMOS (as the settings are done in BIOS). If needed, I can upload a few pictures I took with my phone (they're somewhat blurry, though).
