6700k clock speeds jumping

Having issues where my 6700k with a (used to be) stable 4.56Ghz is now jumping from 0.8 to 4.56Ghz rapidly. It also happens while I'm hosting Arma 3 for friends which kills Framerate :/

Disable speed step in BIOS, also check if its getting full voltage when it does that.

Why not just set Maximum Performance in Windows Power Options so that the clock speed stays at maximum during gaming?
