Skyrim SE behaving weirdly

When I powered on my pc today and tried to play skyrim SE, the problem that appears in the linked video has been happening non-stop. It's incredibly annoying and I'm a bit pissed. Here's the 16s video showing the problem. Does anybody know how to fix it? BTW I uninstalled skyrim SE and I'm reinstalling it now. Thanks.
