I'm managed to run my DDR3 1600 up to 1866 with default timings at 10-10-10-27. It can't go lower than 10 but i'm able to lower the last number. Is it wrong to lower just that number or do I need to be lowering all 4 proportionately? Can the first 3 numbers be different numbers from each other?

Just try it. They don't have to be proportional. You can also try something like 10-9-10-24. Ramping up the voltage can help but that can also kill things so be careful. Depending on your setup it can even break your CPU since the memory voltage goes very much hand in hand with the Memory controller voltage and the controller can be in the CPU.

Err on the side of caution. Messing with DIMM timings in such minor fashion doesn't gain you any real-world benefits. In a general-use computer it'll only be a pain in the ass due to instability.
