This Did not help however using the Souls Unqsueezed(A program that enables higher resolutions in Dark Souls 3 ) Seemed to have solved the issues

The Issue is that dark souls starts up with a white screen with only the cursor then the screen goes black and opens it what it claims is 1080p but clearly is a much lower resolution like 720p.

 

The only way to get it to run in 1080p is to change it to windowed mode.

 

 

And Yes I do have a 1920x1080 60fps

Have you installed latest graphics driver? DDU before you install new drivers.

Do I use DDU then Reinstall the drivers

Yeah. Otherwise you'll have parts of old drivers which creates bloatware. This does bad on the gpu and DDU fixes a lot of performance related problems.

 

You need to run DDU in safe mode, your PC will then reboot (your resolution will be really low). When DDU loads you then you choose the first option to remove graphics card drivers.

 

Your PC will then reboot again, and you can install the new graphics card driver.

When you run in safe mode what do you mean ?
