Computer error

I'm having trouble with my windows 10 pc. So I usually just game on it and do my homework or whatever. One day I tried to turn my pc on and it either froze at the loading screen with the dots going in a circle. I have tried to restart it and fully wipe the drive with advanced troubleshooting, also I have tried the restore point thing but for some reason there are no saved files for recovery. I can get into safe mode.

Z97a Asus motherboard 

corsair water cooling

16 gigs of ddr3 at 1600mhz 

600 watt psu
