try installing and running boot-repair: https://www.howtogeek.com/114884/how-to-repair-grub2-when-ubuntu-wont-boot/

and also: do you have bios or uefi (most motherboards of 2013 and newer are uefi)?

fast boot is in bios. it can cause problems with dual booting. you shouldnt need to disable secure boot. Fast boot is like suspend but doesnt require power

Don't have secure boot or fast boot on. Windows is still not booting even from its own boot menu. Wondering if I am going to get the files out and reformat the drive since I was planning to install Linux on it. Any tips for getting the files out? from Windows 10.. Is there also a method of reading and writing to a drive that was originally mounted in Windows and remount it I pin Linux?

Was CSM enabled or disabled when you installed Windows 10? If it was disabled, it may be conflicting with Linux. Not 100% sure though. Maybe try and reinstall?

Why can't you do a fresh install after wiping the drive (after backing up ofc)?
