I currently have an i3-6100, 6 GB of DDR3 ram, and a GTX 1050ti SC. I am getting massive stuttering while driving, and its really frustrating me. I had watched Youtube videos about this combo and they never experienced this kind of stuttering. My RAM is dual channel, for those who are wondering.

Does anyone know what could be the problem here? I have tried reinstalling the game twice (which was horrible due to download speed), and I have reinstalled my drivers for my GPU.

PS. Sorry if this isnt in the correct forum.

Yes, while driving, and only when im driving. I am roam around the city just fine, but once I get into a vehicle of some sort, I instantly start to stutter horribly.

Never mind, I didn't check the title, didn't understand what driving you meant.

What are your CPU/GPU load percentages while gaming?

Do you have geforce experience installed? If so uninstall it or turn off instant replay.

Surprisingly, it got worse. Alot worse. Immediately when I start driving its unplayable, whereas before it took a bit to start stuttering.

EDIT: I completely uninstalled GFE

Do you have any of the advanced graphics settings turned on? Mainly extended distance scaling? If so, turn that off/down.
Here's a link to re-download geforce experience now we know it's not that. http://www.geforce.com/geforce-experience/download

Than just try turning settings on and off. That's why i did. There MUST be one setting that is causing this. I have a shitty 760 2gb and after finding the setting that caused it it runs a lot better

I spent about 45 minutes going through each setting individually and testing it and then doing things like turning 2 off to see if that made a difference. I really dont know whats going on here.

Nvidea did just release an update for the drivers for my card last tuesday, could that have been the problem?
