Weird file on startup

Just started happening about a week ago, on startup this file opens, it is located at  C:\Users and the folder name is Jack (pc name). When i open the file this is what it says, anyone know why uplay made this and if its safe to remove, i have since reinstalled uplay just to make sure everything is fine but still comes up(as i expected)
